The Senate Homeland Security and Governmental Affairs Committee delayed its vote on the Postal Service Retiree Health Benefits Funding Reform Act of 2009 (S. 1507) at a business meeting on July 29. Instead, the committee, chaired by Sen. Joe Lieberman (I-CT), made four amendments to the bill that restrict employee bonuses, increase the annual allowable debt for the agency and require expedited reporting on the USPS's financial health.
 

Reed Business titles back on the block

Following a disappointing first half and an enterprise-wide portfolio review, Reed Elsevier is putting portions of its Reed Business Information (RBI) unit back on the block. This time around, the company's US titles only are up for sale, barring a handful that will become part of RBI Global. Variety, which has a weekly circulation of 34,000, Reed Construction Data, RSMeans, MarketCast, LA411 and BuyerZone, will all be retained.
 

DMA introduces certification program

The Direct Marketing Association has introduced a new program certifying that marketing professionals have reached a certain level of knowledge in the core aspects of direct marketing, following the successful completion of a series of courses offered by the DMA and a diagnostic test. The DMA says it put together the program because "there is a need to have a standard level of education that is recognized" by the industry, said Jodie Sangster, VP of global development, at the DMA. She added that the organization has been approached by both employers and employees interested in something like this.
 

Valassis Q2 net earnings more than double year over year

Valassis has reported that its net earnings for the second quarter of 2009 have more than doubled compared with the same period in 2008, though total revenue dropped. The company said that the 141% rise in net earnings, from $6.6 million last year to $15.9 million this year, could be attributed to a plan to maximize profits through cuts in selling, general and administrative costs including staffing, divested and discontinued businesses and reduced discretionary spending.
 

New ABC report highlights e-newsletters' importance

The Audit Bureau of Circulations (ABC) highlighted the growing importance of digital content this week when it released its first audit report specifically for e-newsletters. ABC's interactive unit, ABCi, had offered multimedia reports that include e-newsletter information, but this report, for Advertising Age, is the first to focus solely on a publisher's combined e-newsletter products. Previous e-newsletter audits appeared on Consolidated Media Reports or Multimedia Publisher's Statements.

In a move to better compete with search leader Google, Microsoft and Yahoo have finally come to an agreement to work together by inking a multi-year deal to partner around search and advertising.
 

USA Today to send new e-edition Monday

USA Today will launch a new e-edition and its first regular weekend product on Monday, August 3. The Gannett-owned paper was already offering an e-edition that had limited reach — making up about 1200 of USA Today's average daily circulation of 2,113,725. This new offering will be sent as a companion product to all print subscribers and included in USA Today's overall ABC measurement for circulation.

With pressures from falling sales to rising postal rates forcing marketers to be more accurate with their direct mail programs, geographic data service providers are competing to offer the best ZIP code and carrier route data in ways mailers can easily apply to their campaigns. Two of these companies, MarketMaps and Maponics, have launched new ZIP code data suites this month to address marketers' targeting and compatibility needs.
 

IBM to acquire SPSS in analytics push

IBM continued its aggressive push into the analytics space Tuesday with the announcement that it would acquire predictive analytics firm SPSS and launch its Smart Analytics System in the second half of 2009. The planned acquisition, for $1.2 billion in cash, would equip IBM with SPSS' analytics software — including tools for data collection, statistics, modeling and deployment — building IBM's software portfolio as well as its business analytics offerings.
 

360i parent launches behavioral marketing services

Innovation Interactive, the parent company of digital agency 360i and search engine optimization technology SearchIgnite, is raising its commitment to behavioral marketing with the US introduction of the Netmining Web site conversion optimization suite and the launch of the Netmining Evolution behavioral ad network. Netmining wants to "up the game" on behavioral marketing by going beyond simply recognizing users and segmenting them, said Will Margiloff, CEO at Innovation Interactive.
 

Jigsaw to leverage Harte-Hanks IT market intelligence

Business information and data services provider Jigsaw has partnered with Harte-Hanks to leverage its IT market intelligence. Jigsaw is an online directory of business contact information that is generated by a global community of 900,000 members. The database currently contains information on more than 14 million business contacts. Jigsaw will use data from Harte-Hanks, such as information about a company's installed technologies, to enrich the database and be able to provide more targeted sales prospecting and marketing data.
 

Network Solutions starts healing process after data breach

Network Solutions, a provider of Web-related services for small and medium businesses, has started reaching out to customers about a data breach that was discovered in early June. Credit card information on 573,928 individual consumers may have been compromised in the breach, which Network Solutions publicly reported at the end of the day on July 24.
